Kirkuk-Ceyhan Oil Pipeline and the Development Road

The long-awaited step has been taken to restart the Kirkuk-Ceyhan oil pipeline, which has been closed for more than two years. The agreement reached between Turkey and Iraq is preparing to mobilize not only energy markets but also the entire logistics corridor shaped around the “Development Road” project.

The Kirkuk-Ceyhan pipeline, one of the vital arteries of energy trade between Iraq and Turkey, is expected to break its silence that has continued since March 2023. According to the statement made by the Iraqi Ministry of Oil, oil flow through the pipeline is expected to resume soon within the scope of the agreement reached with Turkey. In the first phase, approximately 80,000 barrels of oil per day are targeted to be delivered to Ceyhan Port under the supervision of Iraq’s state oil company SOMO.

From Crisis to Cooperation: How Did the Process Develop?

Shipments were stopped on March 25, 2023 due to international arbitration decisions and the legal processes that followed. This situation caused both an economic contraction in the Kurdistan Regional Government and a disruption in global oil supply.

The recently accelerated diplomatic traffic between Ankara and Baghdad covers not only the reopening of the existing line but also the updating of the legal framework of energy cooperation. The new draft agreement on the table also foresees integration in areas such as natural gas, petrochemicals and electricity, in addition to oil.
